Eligible countries: Albania, Algeria, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Egypt, Georgia, Israel, Jordan, Kazakhstan, Kosovo, Kyrgyzstan, Lebanon, Libya, Moldova, Montenegro, Morocco, the Palestinian Authority, Republic of Northern Macedonia, Russia, Serbia, Syria, Tajikistan, Tunisia, Turkmenistan, Ukraine, and Uzbekistan.
