Higher Education Institutions as ecosystem anchors: strengthening regional research and innovation systems

What makes a regional research and innovation ecosystem thrive, and what role should universities play in sustaining it over the long term? These questions were at the heart of the ERA Structural Policy Workshop Higher Education Institutions as Ecosystem Anchors: Strengthening Regional R&I Systems for Europe’s Competitiveness and Prosperity, co-organised by the Coimbra Group together with the European Commission, YERUN, EURASHE and ERRIN (1-2 June).

Bringing together representatives from higher education institutions, regional authorities, European organisations and innovation stakeholders, the workshop explored how universities can contribute to stronger and more connected regional research and innovation ecosystems across Europe.

Through a series of case studies from different European regions, participants examined how higher education institutions can act as anchors within their local ecosystems by connecting education, research, innovation and societal engagement. The discussions highlighted the diverse ways in which universities collaborate with public authorities, industry, civil society organisations and other regional actors to address local challenges while contributing to broader European priorities.

A key message emerging from the workshop was that successful regional ecosystems are not built overnight. They rely on trust, long-term cooperation and a shared vision among stakeholders. Universities play a crucial role in this process, not only as providers of knowledge and talent, but also as conveners capable of bringing together different actors around common goals.

Participants also reflected on the conditions needed to strengthen these ecosystems. Several discussions pointed to the importance of better aligning funding mechanisms, governance structures and incentive systems so that higher education institutions can contribute strategically and sustainably to regional development. Rather than operating through isolated projects, universities should be enabled to act as long-term partners supporting innovation, skills development and societal transformation.

The workshop forms part of ongoing efforts within the European Research Area (ERA) to strengthen the links between higher education, research and innovation. The insights gathered during the discussions will contribute to the development of policy recommendations aimed at supporting more effective and interconnected regional R&I ecosystems across Europe.

To complement the workshop, a booklet of case studies was prepared, showcasing concrete examples of collaboration between higher education institutions, regional authorities, industry and civil society organisations. The publication illustrates a wide range of approaches to fostering innovation, strengthening regional partnerships and generating societal impact. We invite readers to explore these inspiring examples and learn more about the different models and practices contributing to stronger regional innovation ecosystems across Europe.
